I've use Window's Photo Gallery Editor to batch process date taken for photo's that I have scanned in the past. This is the field that Flickr' reads, not the date created field by what the scanner creates. Whenever you scan photos or images you will have to manually enter a date and time or just a date in the "date taken" field in the image's properties.
Once you have learned which field works, then you can perform your bulk updating. With some EXIF editing tools it may also be possible to add a field, to say add a proper "Date Taken" field and then fill it in. Take a couple of test photos and alter the different date fields on each, then upload them to Flickr, and see which one Flickr correctly reads. What I see as EXIF on my scan uploads is JFIF version and X and Y resolution. jhead is limited in what fields it can set - I've not managed to download exiftool yet as the Canadian website appears to be offline at the moment. However, I'm confused about which field needs to be set for flickr to display them by Date Taken. The reason I ask is that I will be using a tool such as jhead or even exiftool to bulk correct the data taken to the original dates.
